The Tax Analysis Division is seeking an economic analyst with an interest in tax research to add to its revenue estimating staff. The Tax Analysis Division is responsible for forecasting federal revenues as part of CBO's official budget projections and for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies. The analyst will have direct responsibility for the development of baseline revenue estimates and the estimation of revenue gains and losses from legislative proposals.
This position supports the work of the division by developing models (in particular, CBO’s individual income tax microsimulation model), using those models and various datasets to conduct economic analysis and empirical research, and writing reports, including CBO studies and testimonies. Staff members are encouraged to actively participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research through CBO’s working paper series.
The Microeconomic Studies Division is seeking one or more labor economists in the Employment and Income Security Unit to analyze the budgetary and economic effects of a broad range of federal programs and policies. The Employment and Income Security Unit conducts research and analysis on topics of interest to the Congress. Those include labor markets, income, poverty, cash and in-kind assistance programs, disability policies, education and training, and immigration. Ongoing and recently completed work includes reports analyzing the effect of changing the minimum wage on employment and family income; assessing options for increasing income mobility among low-income households; examining trends in spending for means- tested programs; and evaluating options for federal student loan programs.
The focus of this position is on writing about complex issues of long-term budgetary policy, which involves working with individuals and teams of analysts at CBO who are conducting research in these areas to frame, draft, and edit reports for nontechnical and non-academic audiences. The position may involve conducting original research on and analysis of policy issues, but the primary focus will be on drafting reports and other written products (such as Congressional testimony) in collaboration with analysts who are technical experts on a broad range of topics.
